IP Work Group Discussion Paper 1/31/02 <br /> Draft Policy Statement ATTACHMENT # 1 <br /> Use of County Funds for Joint Parks and <br /> Open Space Projects <br /> Identified Issues for Discussion — September -December , 2001 <br /> The issues identified appear to fall into four major areas . General agreement <br /> has been expressed on other areas of the policy statement : <br /> I . Degree of County Joint Approval ( Objective 3 ) <br /> The issue that has been raised here regards "bulleted" items at the end <br /> of Objective 3 . The County has expressed an interest in being more <br /> comprehensively involved in important decision - making about parks <br /> projects , consistent with the County' s financial responsibilities . The <br /> Town of Chapel Hill agrees in principle to many of the points <br /> (including joint approval of concept plans) , but has raised questions <br /> about the fairness /efficiency of County involvement in appointing all <br /> Concept Plan committee members ; possible project delays related to <br /> County involvement in consultant selection ; and potential delays <br /> because of joint approval of schedule changes and site plan approval . <br /> II . Consultation Procured by the County for Oversight of Design <br /> and Construction ( Objective 5 ) <br /> The County has proposed that the potential for oversight of the project <br /> by a County consultant be part of the agreement between Town and <br /> County . The Town of Chapel Hill has requested clarification of the <br /> type and nature of such consultation , as it relates to the Town' s <br /> current consultant process . <br /> III . Expectation of Responsibilities - Town Operation and <br /> Maintenance and County Capital Funding ( Objective 6 ) <br /> The Town of Chapel Hill has indicated that this is generally <br /> reasonable , but notes that over the long - term operation and <br /> maintenance costs will exceed capital costs . (Note : These potential <br /> roles were discussed in the October 30 , 2000 Joint Capital Funding for <br /> Parks report , presented at the Assembly of Governments meeting . ) <br />
