5 . OWASA is receptive to the idea of making this land available for <br /> certain low - impact parkland uses only , such as a hiking /jogging <br /> trails , picnic areas/ shelter, primitive camping , nature center , and <br /> other educational / research activities . <br /> 6 . Opening this land for public use could help address low - impact <br /> parkland needs in this section of the County and take some <br /> pressure off Eno River State Park and Duke Forest properties <br /> located in eastern parts of the County . The future openings of <br /> McGowan Creek Preserve ( Fall 2002 ) , Little River Regional Park <br /> ( Spring 2003 ) and Seven Mile Creek Preserve ( 2004 - 05 ) will also <br /> help satisfy current and future demands . <br /> 7 . The Mitigation Tract is part of a proposed network of wildlife <br /> corridors and " rustic woodland trails " that would link Cane Creek to <br /> the Eno River system . As parkland , this site would continue to <br /> further County goals of protecting key open space lands within <br /> Cane Creek watershed , identified prime forest/ wildlife habitat and <br /> the rural character of Bingham Township . <br /> Unresolved issues : <br /> 1 . What are <br /> the specific Federal / State conditions for the property use ?. <br /> For example , must all or a portion be open for hunting ? Is Federal or <br /> State approval required before allowing other recreational use ? If so , <br /> would they allow low - impact recreational uses ? Active recreation ? <br /> 2 . Regardless of whether federal / state agencies require it be open for <br /> hunting , what is the County 's disposition toward seasonal hunting on <br /> all or a portion of the property ? If hunting were allowed , could it be <br /> done in compatibly with the other proposed park uses ? <br /> 3 . Would the NC Wildlife Resources Commission manage the hunting <br /> activities if that use were allowed ? <br /> 4 . Are the County and / or OWASA interested in committing the <br /> resources necessary to operate and maintain the property , both as a <br /> park and to adhere to state/ federal permit conditions ? [For example, <br /> staff oversight, rules enforcement, developing/posting appropriate <br /> signage, parking area (s), trash removal, trail maintenance, etc. ] <br /> 5 . Access to the property from Buckhorn Road needs to be explored <br /> further . The County Land Records shows only a single point of access-, <br /> while the survey flagging indicates about 60 feet of road frontage . <br /> Page 3 of 4 <br />
