c <br /> TO : Intergovernmental Parks Work Group <br /> FROM : David Stancil and Susannah Holloway <br /> DATE : February 20, 2002 <br /> SUBJECT : Subcommittee Report - Work to date and next steps for OWASA Mitigation <br /> Lands ' Recreational Use <br /> On January 17 the Intergovernmental Parks Work Group (IP Work Group) Subcommittee , along <br /> with OWASA staff, walked a section of the 500- acre OWASA 1Vlitigation Land . The OWASA <br /> Mitigation Land lies between Mt . Willing Rd. and Buckhorn Rd . in Orange County. The <br /> Subcommittee was able to walk approximately half a mile downhill to view a branch of Turkey <br /> Hill Creek, which crosses the property. The property is thickly wooded with secondary growth <br /> hardwoods and some pine . Along the bottomlands by the creek there has been some unlawful <br /> ATV activity. <br /> On February 12 2002 the Subcommittee met at OWASA and discussed possible recreational <br /> uses for the land and the unresolved issues regarding the land set forth by Rich Shaw in his <br /> Memorandum of February 6 attached . It was determined that : numbers 1 through 3 of the <br /> unresolved issues should be researched by OWASA ; number 4 should be researched by both <br /> OWASA and the County; and numbers 5 and 6 should be researched by he County. <br /> Following the February 27 IP Work Group meeting, Susie Holloway will present Mr. Shaw ' s <br /> report at the March 12 , 2002 , OWASA Board of Directors meeting . Ms . Holloway will request <br /> that the Board allocate OWASA staff time to researching the unresolved issues set forth in Mr. <br /> Shaw ' s report and stipulate the conditions that must be met to allow the land to be used for <br /> recreation. Next, Mr . Shaw ' s report shall likewise be submitted to the County for the County to <br /> allocate staff time to researching its unresolved issues . Following that, it is recommended that the <br /> Subcommittee will then report back to the full IP Work Group at the May meeting with answers <br /> to the unresolved questions and OWASA' s stipulated conditions for use of the land. If all <br /> conditions can be met, the IP Work Group Subcommittee would like to propose early 2003 as the <br /> target date for implementation. <br /> Attachments <br />
