I OWASA Mitigation Tract - <br /> Attachment 1 is a report prepared by ERCD staff and a subcommittee of the Intergovernmental <br /> Parks Work Group , evaluating the potential use of the OWASA "Mitigation Tract" , a 490- acre tract <br /> in northern Bingham Township , for possible recreational use . As per the cover letter to the report, <br /> the OWASA Board of Directors will ask OWASA staff to gather additional information needed . <br /> Likewise, ERCD staff will also , as proposed in the cover memorandum, work to gather additional <br /> information on access and other needs . The report is provided for the Board' s information at this <br /> time . <br /> 4 . Chapel Hill Park and Recreation Master Plan <br /> Attachment 2 is the Town of Chapel Hill' s draft Park and Recreation Master Plan. This report has <br /> been sent by the Town Council to the Board of Commissioners and the Intergovernmental Parks (IP) <br /> Work Group for review and comment . Staff is preparing draft comments on the plan for IP Work <br /> Group discussion in April . The Town Council is tentatively slated to consider this plan for adoption <br /> in May. ' Staff will be glad to convey any comments from the Board to the IP Work Group . <br /> 5 . Changes to Draft 2002-03 Goals <br /> You will recall that at the close of your February 2 annual retreat, your consensus was that <br /> individual Commissioners would prepare written comments on desired changes to any draft Board <br /> goals , and identify those about which they want to talk further. Staff would assume that any goal <br /> about which no comments are received is satisfactory as written. The April 3 work session agenda <br /> currently includes time for the Board to pursue further discussion of Board goals for FY 2002 -03 , <br /> including the Efland Sewer goal . Please contact me, Rod, or Greg by Friday, March 22 with any <br /> written comments you have about specific goals . We will work with the department heads <br /> concerned to prepare for further discussion of identified goals at the April 3 work session. <br /> 6 . NCDOT Approved Projects for Orange County <br /> NCDOT Division Engineer Mike Mills recently wrote (see Attachment 3 ) to announce projects <br /> approved at the March 7 State Board of Transportation meeting . The list includes several projects <br /> previously noted by the BOCC as requiring DOT ' s attention. <br />
