Attachment 1 <br /> MEMORANDUM <br /> To : Intergovernmental Parks Work Group <br /> From : David Stancil , Environment and Resource Conservation Director <br /> Date , October 14, 2002 <br /> Re : Joint Parks Process — Actions Since May 2002 <br /> Please find attached two items on activities regarding the joint parks process, <br /> since the IP Work Group last received an update in May of this year . The first <br /> attachment is the copy of the ` Planning Process for Joint Town/County Parks and <br /> Open Space Projects , " as the IP Work Group left it following the deliberations of <br /> February 27t" . The second is a proposal from the Town of Chapel Hill specific to <br /> a process for approval and construction of Southern Park . <br /> As you may recall , when the IP Work Group met in February to review the draft, <br /> the document was found acceptable - with the understanding that <br /> representatives from the Town of Chapel Hill and Orange County would meet to <br /> iron out a few remaining differences on the procedures therein . At the IP Work <br /> Group 's May meeting , we reported that the committee had begun to discuss <br /> these issues but had not yet reached a proposal . <br /> Since that time, the following has occurred : <br /> ➢ A meeting of elected representatives was held to discuss the process, where <br /> Town representatives indicated a need to move forward on Southern Park as <br /> the most- pressing project . <br /> ➢ In July, the Town of Chapel Hill representatives made a proposal specific to <br /> Southern Park ( attached ) <br /> ➢ After review in August, the County Commissioners received a report in <br /> September evaluating the proposal . Staff was directed to prepare a reply <br /> based on feedback from the Board . A draft of that document is being <br /> reviewed . <br /> ➢ Meanwhile, the Board of Commissioners received the presentation of the <br /> Southern Park Conceptual Plan on October 1st, and has begun consideration <br /> of the plan . <br /> With the activities of the last few months, one possible approach to addressing <br /> the process issues would be to . . <br />
