Attachment 1 MEMORANDUM To : Intergovernmental Parks Work Group From : David Stancil , Environment and Resource Conservation Director Date , October 14, 2002 Re : Joint Parks Process — Actions Since May 2002 Please find attached two items on activities regarding the joint parks process, since the IP Work Group last received an update in May of this year . The first attachment is the copy of the ` Planning Process for Joint Town/County Parks and Open Space Projects , " as the IP Work Group left it following the deliberations of February 27t" . The second is a proposal from the Town of Chapel Hill specific to a process for approval and construction of Southern Park . As you may recall , when the IP Work Group met in February to review the draft, the document was found acceptable - with the understanding that representatives from the Town of Chapel Hill and Orange County would meet to iron out a few remaining differences on the procedures therein . At the IP Work Group 's May meeting , we reported that the committee had begun to discuss these issues but had not yet reached a proposal . Since that time, the following has occurred : ➢ A meeting of elected representatives was held to discuss the process, where Town representatives indicated a need to move forward on Southern Park as the most- pressing project . ➢ In July, the Town of Chapel Hill representatives made a proposal specific to Southern Park ( attached ) ➢ After review in August, the County Commissioners received a report in September evaluating the proposal . Staff was directed to prepare a reply based on feedback from the Board . A draft of that document is being reviewed . ➢ Meanwhile, the Board of Commissioners received the presentation of the Southern Park Conceptual Plan on October 1st, and has begun consideration of the plan .
