Chapel Hill of Tomorrow could then go jogging on <br /> the nature trails down to the dog park with Rover . <br /> At least, that' s the vision of how residents could use the Southern Community <br /> Park planned for 70 acres of town- owned land straddling Dogwood Acres Drive <br /> just south of Southern Village . <br /> " We 've come up with a very different and exciting concept for Chapel Hill , " <br /> said Pam Hemminger, chair of the committee that has worked on the concept <br /> plan for the park since July 2000 . <br /> The plan was presented to the Town Council on Monday and has been referred <br /> to the Orange County Commissioners , Carrboro and town advisory boards <br /> before it is to come back before the council in March . <br /> Plans for the park, which is estimated to cost about $ 3 . 6 million, received a <br /> mostly positive response from the council . <br /> To keep 60 percent to 70 percent of the site as open space , the plan calls for <br /> active recreation to be clustered just south of the park- and-ride lot at Southern <br /> Village and Scroggs Elementary School , where there is also an existing soccer <br /> field . <br /> At two public forums held in September and October, equally vocal supporters <br /> came out for two options : either preserving the whole park as open space or <br /> http : //www . chapelhillnews . com/Issues/2002/01 / 16/newsOI . html 01 / 16/2002 <br />
