The reason for this early request is to assure <br /> that the new person has adequate time to observe and become fully oriented to the appeal <br /> process in order to ensure its continuing success. <br /> It is worth recalling that the position in question is one of the three positions on the Hearing <br /> Panel Pool filled by an ASAB member. These three members are responsible for convening and <br /> chairing the quasi-judicial appeal hearings conducted under the County[s Unified Animal <br /> Ordinance. <br /> Given their importance to the success of the appeal process, the ASAB has invited interested <br /> members to observe appeal hearings and talked about the best fit for the position Dr. Groom <br /> will be vacating on June 30, 2020. As a result, the ASAB is making the following <br /> recommendation: <br /> • Casey Ferrell: He has been a member of the ASAB since 2019 and he currently serves as <br /> the board's secretary. He has been inquisitive about the hearing process, its scope <br /> purpose and organization; and he has observed one hearing and reviewed a number of <br /> hearing case files. The ASAB is very confident that Mr. Ferrell will ably chair hearing <br /> panels at the beginning of his term provided he can shadow for a period of time, which <br /> he is prepared to do. <br /> If the applicant is appointed, the Animal Services Hearing Panel Pool will have zero vacancies at <br /> the end of June. <br /> Please don't hesitate to let me know if there is a need for additional information. <br />
