Introduction and Purpose <br /> Earlier this ear, the elected boards of Carrboro Chapel Hill Hillsborough and <br /> v p , <br /> Orange County considered the report of the Joint Master Recreation and Parks <br /> (JMRP) Work Group . <br /> i <br /> One of the recommendations of the JMRP report asked the Managers from each <br /> jurisdiction to prepare a report for an Assembly of Governments meeting <br /> addressing the potential for joint County/Town collaboration on parks acquisition <br /> and development . In resolutions adopted in the spring and summer of 2000 , <br /> each jurisdiction asked the Managers to prepare this report for the October 30 <br /> Assembly of Governments meeting . <br /> The concept of a joint mechanism for parks funding and planning is not a new <br /> idea , and has roots in a trio of reports developed between 1996 and 1999 : <br /> • The Report of the Recreation and Parks Work Group ( 1996 ) , which developed <br /> recommendations to " establish principles for coordinated county-wide <br /> recreation and park facility planning , foster greater cooperation in use of <br /> existing facilities, and support private recreation providers and public/ private <br /> partnerships . " The work group developed a number of recommendations <br /> presented to the Assembly of Governments , Including the setting of <br /> standards , an inventory of park and recreation facilities, and planning for the <br /> inclusion of park facilities in selecting new school sites . <br /> • The Report on Coordination of Recreation and Parks Services in Orange <br /> County( 1997 ) described different options for the improvement of services to <br /> the community through intergovernmental coordination of parks and <br /> recreation functions. Recommendations were divided into four major <br /> categories : capital development, coordination of operations, consolidation <br /> approaches , and voluntary coordination and commitment . In summary, the <br /> report called for : <br /> • a long - range plan for parks and recreation , <br /> • acquisition and projection of good park sites , <br /> • a lead role for Orange County in funding , acquisition , development, <br /> ownership, and maintenance of new facilities, <br /> • coordination and work * toward partial consolidation of selected functions, <br /> and <br /> • a countywide bond proposal <br /> • The Report of the Joint Master Recreation and Parks (JMRP ) Work Group <br /> ( 1999 ) , which followed up on many of the recommendations from the 1996 <br /> and 1997 reports .
