Each manager identified a deficit of practice lanes as <br /> being the single most critical need in the Chapel Hill area . <br /> During the public forum held at Chapel Hill Town Hall additional testimony was given that <br /> identified a major need to be more lanes for lap swimming and team practice . This <br /> testimony was repeated during the citizen interviews .
