Inter - Governmental Parks Work Group <br /> Coordinated Parameters f or Parks Standards <br /> May 23 , 2001 <br /> Item # 5 in the charge to the IP Work Group is <br /> " To develop parameters for parks standards ( leaving flexibility for the <br /> actual standards to vary f rom jurisdiction to jurisdiction within these <br /> parameters ) . " <br /> Intent <br /> Originally , the recommendation from the JMRP Work Group was develop to dl a <br /> i <br /> set of Countywide standards for parks and recreation . Upon further <br /> discussion , it was recognized that there were benefits to individual <br /> j jurisdictions retaining the flexibility to set their own standards for service . <br /> However , the need for consistency ( especially if more joint parks projects <br /> were to be considered ) warranted some coordinating mechanism for <br /> standards . Thus , the language was revised to call for the development of <br /> parameters , or principles , within which each jurisdiction would set their <br /> own parks and recreations standards <br /> Types of Standards <br /> Service Area ( population based ) Standards that call for a certain acreage <br /> or number of facilities based on population , typically per 1000 persons <br /> Geographic : Standards that call for facilities to be located geographically <br /> so as to serve a certain area . Driving time is an example of a geographic <br /> based standard <br /> Combination / Other ? : Many plans include a combination of service area and <br /> geographic standards . In addition , there may be other methods of setting <br /> and measuring standards for parks and recreation needs and service <br /> Key Question <br /> Are there common principles or parameters that the County, Carrboro, <br /> Chapel Hill, Hillsborough and Mebane all share for parks and recreation ? <br />
