Welcome and Introductions <br /> Commissioner Brown welcomed and thanked everyone for attending and asked each <br /> member to introduce themselves so that everyone might get acquainted . <br /> 2 . Mission and Charge / Joint Capital Funding for Parks Report <br /> Stancil reviewed the mission and charge of this work group . The group is to meet , three <br /> times a year (fall , winter and spring ) . The group will work for three years (July 2000-June 2003 ), <br /> providing yearly reports and a final report in June 2003 . If desired after three years , the <br /> participating parties may make it a permanent, standing group . The charge of the group is to <br /> build on the momentum of the Joint Master Recreation and Parks Work Group process by <br /> accomplishing the following : <br /> • To gather, exchange and share information on parks planning and development in the <br /> municipalities and County . <br /> • To maintain and update the Inventory of Parks and Recreation Facilities developed as part of <br /> the Joint Master Recreation and Parks Report, including new properties acquired or <br /> dedicated . <br /> • To foster communication between the municipalities County and other partners on future <br /> opportunities and collaborative ventures . Stancil reported a joint capita/ funding meeting held <br /> October 30'h looked at a number of areas where collaborative efforts could be addressed. <br /> • To provide a coordinating mechanism for updates to parks and recreation plans in each <br /> jurisdiction . Stancil noted that Orange County is planning to update its master recreation <br /> and parks element plan next year, and Chapel Hill has work underway along the same lines. <br /> • To review and inform the municipalities and County concerning parks, needs and potential <br /> opportunities . Stancil referred to a report from October 30�h Assembly of Governments <br /> outlining a number of different needs that are in the capital improvement plans of each <br /> jurisdiction, <br /> • To develop parameters for parks standards ( leaving flexibility for the actual standards to vary <br /> from jurisdiction to jurisdiction within these parameters ) .
