Executive Summary <br /> 1 <br /> Introduction <br /> This report is about possibilities . It has been prepared to address the objectives adopted by <br /> the Board of Commissioners as part of natural resource and farmland preservation goals . <br /> Specifically, it seeks to accomplish the following : <br /> • To review the statutory requirements and limitations concerning the designation, <br /> membership qualifications , terms of appointment, residency requirements, and powers and <br /> duties of various advisory boards and commissions . <br /> • ility of creating a separate division in the Planning Department to <br /> To evaluate the possib <br /> give "Resource Conservation" a higher profile . <br /> • To evaluate the feasibility of establishing a land trust for Orange County. <br /> 1 his Technical Report has been divided into three sections with each section addressing <br /> one of the three objectives outlined above . Following completion of the draft report, it was <br /> circulated among planning-related advisory boards, preservation-related organizations, County <br /> departments, and municipal planning directors . Upon receipt of all comments, the report was <br /> revised and distributed to the County Manager and Board of Commissioners for recommendation <br /> and decision, respectively . <br /> 2 <br /> Advisory Boards & Commissions <br /> The ability of local governments to create planning-related advisory boards and <br /> commisions is granted though the North Carolina General Statutes . In Orange County, the <br /> following planning-related advisory boards and commissions have been created by the Board of <br /> Commissioners : the Planning Board ; the Board of Adjustment; the Historic Preservation <br /> Commission ; and the Agricultural Districts Advisory Board . <br /> Making the Case for Consolidation <br /> If one of the options under consideration by the Board of Commissioners is advisory <br /> board consolidation, it is possible under the present statutory provisions . For example, the <br /> Planning Board may be designated as the Board of Adjustment and the Historic Preservation <br /> Commission . Likewise, it appears that the Planning Board may be designated as the Agricultural <br /> Advisory Board . <br /> For such an arrangement to be implemented, changes must be made to the composition <br /> and membership of the Planning Board .
