Proposal for Coordinated Land - Banking
and Capital Parks Funding
May 25 , 1999
A strong theme and recommendation of the Master Recreation and Parks Work
Group will be the need for proactive land - banking for future recreation and parks
needs . This was also a recommendation of the Manager's Recreation and Parks
Report of May, 1997 (attached ) , which was a follow- up action from the 1996
Assembly of Governments report .
Several factors have led the Work Group to propose land - banking as an
immediate need . Among them are the prospect of the County and Towns facing
a current ( 2000 ) deficit of 645 acres of park land and a long -term deficit of 1 , 265
acres by the year 2025 . Additionally, the price of purchasing land is increasing
dramatically with each passing year .
With little remaining undeveloped land left in Chapel Hill and Carrboro
jurisdictions , the Work Group has noted that most future park land will likely
need to be located in rural areas such as the Rural Buffer . As an area that is
already jointly- planned by the County and Towns , joint- planning for future park
needs is being recommended in the context of coordinated capital improvements
funding and land - banking .
Coordinated land - banking for long -term park needs could address a number of
issues .
• Coordinated planning for parkland acquisition , with capital improvement
funds for acquisition targeted over time .
• Opportunities for joint parks that serve multiple jurisdictions ' needs ( both
active and passive recreation ) .
• A dedicated land -term source of funding .
A clearer picture of future parks bond needs .
• The proposed inter jurisdictional Parks and Resource Lands Council could
serve as a means of bringing together mutual interests and priorities .
• Sharing of staff resources with expertise in land resource analysis and
acquisition to work with Town/County parks and recreation staffs, through
the County 's new Land Resource Acquisition Program and Land Resource
Conservation Manager position . This position will have both land resource
analysis background and land acquisition experience .
