Needs as interpreted from materials and interviews . <br /> 3 . Options for improved coordination. <br /> 4 . Recommended actions which are most likely to be <br /> productive and acceptable to staff, managers , elected <br /> officials , and citizens . <br /> II . OBSERVATIONS <br /> A. Objectives for coordination <br /> 1 . To improve effectiveness . 'Doing things better together' . <br /> Determining and providing what the citizens want. <br /> 2 . To provide sufficient funding for new parks and other <br /> facilities in a manner which is equitable for the entire county . <br /> 3 . Lower priority objectives include expanding recreation <br /> programs and improving efficiency of existing operations . <br /> B . Concerns <br /> 1 . Primarily , the acquisition and development of new sites <br /> (capital improvements ) . <br /> 2 . The expansion and improvement of operating programs are <br /> concerns , but they are considered to be less urgent and less <br /> dependent on intergovernmental coordination than capital <br /> development . <br /> 1 <br />
