PLANNING PAGE 02 / 02 <br /> Although there are many ways a coordinated land ^ banking arrangement might <br /> work, one approach might be the following . <br /> • The Master Recreation and Parks report is completed in May, 1999, including <br /> park needs and criteria for future acquisition and siting . <br /> • As planned , the criteria from this report are incorporated into the County's <br /> Land Resource Acquisition Program for Orange County . <br /> • The local elected boards authorize Managers and staff to meet to explore <br /> land- banking for longterm parks needs <br /> • Staffs from the Towns and County Parks and Recreation departments meet <br /> with County Environment and Resource Conservation staff (Parks and <br /> Resource Lands Council staff team ) to review recommendations for park <br /> location criteria and identified needs . <br /> • Parks and Resource Lands Council agrees on countywide park standards, <br /> differentiated by jurisdiction where needed . <br /> • County uses GIS to take above parameters and identifies possible sites with <br /> preliminary evaluation (working closely with all Parks and Recreation <br /> Directors) <br /> • Possible park sites are matched against County/towns identified needs <br /> • Potential for meeting individual jurisdiction needs with a joint park assessed <br /> by staff team on each site <br /> • Land Resources Manager conducts thorough assessment of sites and projects <br /> cost of purchase <br /> • Joint meeting of CIP representatives from each jurisdiction to discuss long - <br /> term funding sources, methods of coordination ( one source or matching <br /> funds in each CIP tracking with acquisition/ needs) ,, and processes to allocate <br /> funds based on needs and site avallabillty <br /> • Staff team prioritizes and ranks identified sites, and assesses each identified <br /> site for short-term park needs and/or long -term land - banking for future park <br /> • Site identification and prioritization reviewed by advisory and elected boards <br /> • Recommend parkland purchase plan and CIP funding mechanism to Parks <br /> and Resource Lands Council <br /> • After feedback, review of coordinated parkland purchase plan and CIP <br /> funding mechanism to advisory and elected boards <br /> • Implement program through CIP's as recommended <br /> • County's Land Resources Manager negotiates acquisition with <br /> interjurisdictional staff team providing direction <br />
