GTY , PLANNING PAGE 01 / 02 <br /> t: y Dave +A VNC J � � � a <br /> Proposal for Coordinated Land - Banking <br /> and Capital Parks Funding <br /> May 25 , 1999 <br /> A strong theme and recommendation of the Master Recreation and Parks work <br /> Group will be the need for proactive land - banking for future recreation and parks <br /> needs . with a short�term deficit of 645 acres of park land and a long-term der cit <br /> of 4265 acres, and the price of land increasing dramatically with each passing <br /> year, interest in setting the wheels in motion as quickly as possible for <br /> coordinated land - banking has been identified as important. <br /> With little remaining undeveloped land left in Chapel Hill and Carrboro <br /> jurisdictions, most future park land will likely need to be located in rural areas <br /> such as the Rural Buffer. As an area that is already jointlyplanned by the County <br /> and Towns, joint- planning for future park needs is being recommended by the <br /> Work Group in the context of coordinated capital improvements funding and <br /> land banking . <br /> Coordinated land - banking for long -term parks needs could meet a number of <br /> needs ; <br /> Better planning for parkland acquisition , with capital Improvement funds for <br /> acquisition targeted over time . <br /> • More opportunities for joint parks that serve multiple jurisdictions ' needs <br /> ® R dedicated landAermr source of funding . <br /> • A clearer picture of future parks bond needs <br /> • The proposed inter-jurisdictional Parks and Resource Lands Council could <br /> serve as a means of bringing together mutual interests and priorities . <br /> ■ Staff resources with expertise in land resource analysis and acquisition will be <br /> available to work with Town/County parks and recreation staffs, through the <br /> County 's new Land Resource Acquisition Program and Land Resource <br /> Conservation Manager position . This position will have both land resource <br /> analysis background and land acquisition experience . <br /> Proposal <br /> Orange County, .with its new program , and Land Resources Manager, could take <br /> the lead in site assessment and identification , working closely with the Towns <br /> staffs. This arrangement could be similar to that of County Economic <br /> Development staff in years past. The combination of County and Town GIS <br /> coverages would . allow for adequate land analysis to identify possible park sites <br /> and eventually explore acquisition . <br />
