IV. PubliC/Pnvate Recreation Providers <br /> Introduction <br /> Meeting all the recreational needs of Orange County will require a joint effort between the <br /> various government agencies and the private sector . The total value of a community' s leisure <br /> delivery system is the aggregate of recreation services provided by both the public and <br /> private `sectors . No one group can be held responsible for meeting all of the leisure needs of <br /> the community . A strong formal system for cooperation should exist between the private and <br /> public sectors . <br /> • When recreation partnerships are developed, they will result in a greater degree of <br /> effective and efficient recreational service to the public . The theme of " sharing the cost " <br /> is at the heart of all public/private partnerships , but must, be tempered with the need to be <br /> affordable to insure that the over-alll mission of the public sector is met in providing <br /> service to the entire -community . <br /> • The three jurisdictions are presently heavily engaged in public/private recreation services and these are detailed on Appendix 6 . Partnership activities range from individual classes <br /> to major special events, such as the July 4th Fireworks . These relationships include <br /> arrangements with private vendors , contractors , individuals, and businesses in conjunction <br /> with one or more public agencies . A list of Orange County Private/Commercial _. . <br /> Recreation Providers is attached as Appendix 7 , <br /> • Although public/private partnerships are evident throughout Orange County, there is a <br /> need for mechanisms to be in place that encourage these relationships to flourish . when <br /> appropriate , private recreation providers should be included in the public recreation and <br /> park planning process . Dialogue should be encouraged between public and private <br /> recreation providers to identify opportunities where mutual goals (programs and/or <br /> facilities) can be achieved to the benefit of both parties . <br /> • Paivinership models are available not only in Orange County ; but elsewhere in the state <br /> and throughout the nation . These models should be researched as to their applicability to <br /> Orange County and formulas developed to allow for rapid response to new recreational <br /> venues . <br /> Section Recommendations <br /> Standardize all documents used by the three jurisdictions evhen contracting with private <br /> recreation providers .
