5/ 26/ 99 <br /> Appendix G <br /> Existing Local Payment- In - Lieu Programs <br /> Orange County Payment-in -Lieu Program <br /> The County uses a zoning map approach to calculate all payment. in <br /> lieu of dedications . The amount of a payment depends upon - the <br /> location of the subdivision . Any subdivider required to dedicate <br /> recreation area may make a payment in lieu of dedication or: .make a <br /> combination of land dedicated * and payment with approval by the <br /> Orange County Board of Commissioners , as long as the subdivision is <br /> not * designated. for recreation and / or - open space in the County <br /> Comprehensive Plan . Depending on the location of the property in . <br /> question , the payment in lieu of dedication is equal to . either $ 422 per <br /> lot - if the subdivision . is within 4the service area , of a community park or <br /> $ 455 per lot if the subdivision is located in the service area of a district <br /> park . With the combination of land dedication and payment . in lieu L <br /> option , the subdivider is . given . a credit of $ 10 , 000 per acre for each <br /> acre of land dedicated for recreational purposes . If the multiplication of <br /> the number of acres dedicated by $ 10 , 000 is less than the payment in <br /> lieu , the subdivider pays the difference . If. the credit is more than the <br /> determined . payment in lieu , no additional payment is required. <br /> Carrboro Payment-in -Lieu Program <br /> The Town of Carrboro uses a point system in determining payment , n <br /> lieu of dedications . Each type of .recreational facility is assigned : points <br /> per square foot . For example a Tennis Court is assigned 0 . 034 points <br /> per square foot . The . typical square footage is 7 , 200 sq . ft . , which ' <br /> r <br /> when multiplied by . 0 . 034 � yields 245 points . Each type of .residence has <br /> a minimum * number of recreation points required ( e . g . a single family <br /> detached unit requires- 410 . 39 points per dwelling unit ) . All new <br /> developments must meet the points required by including * recreational <br /> areas - or it must pay $ 143 . 54 per point . Residential developments that <br /> are exempt from providing on - site active . recreational areas , <br /> recreational facilities or open space pay a. fee to the Town 's open space <br /> and recreational .facilities fund . The - minimum amount to be paid is <br /> derived from the point system . For example the . development of one <br /> single family detached . unit is exempt from providing on - site <br /> recrea <br /> tional facilities . The minimum payment in lieu would be $ 143 . 54 . <br /> multiplied * by the required points for this dwelling , which is 10 . 39 . The . <br /> minimum amount due equals $ 1 , 491 . 38 ( 10 . 39 x $ 143 . 54 = 1491 . 38 ) . <br />
