a long- term goal of matching or exceeding their amenity level could be agreed upon . <br /> After the initial year, updating the comparison would be relatively easy . <br /> • Establishing uniform standards for all of Orange County can be the basis for developing <br /> plans of actions that involve cooperative ventures among all of the governments ` <br /> responsible for providing this service to its citizens . <br /> Local Land Use Ordinances <br /> • All three jurisdictions (Carrboro , Chapel Hill and Orange County) have historically <br /> recognized the significance of establishing requirements for recreation and parks within <br /> their subdivision ordinances . A jurisdiction has two ways to develop a park system, <br /> through the general tax base and requiring developers to contribute . <br /> All have the provision to accept a cash payment in . lieu of providing lands or facilities <br /> within the subdivision . This provides the flexibility to serve needs of the subject <br /> subdivision and the broader community. <br /> • Each can allow for off site improvements or donations of land to provide for large, <br /> planned park sites contributed to by more6 than one subdivision . <br /> The three ordinances have flexibility in requiring land, developed facilities , or both . <br /> • Chapel Hill and Orange County regulations are written to be land intensive while <br /> Carrboro basically requires that private recreation facilities be included . <br /> • Although the three ordinances use different formulae to define their requirements , the <br /> philosophy ftid intent of all three ordinances are the same . <br /> • Equalizing or having the same requirements across jurisdictions would require few <br /> changes and could be done to standardize recreation land and facility expectation placed <br /> on new developments by each jurisdiction . <br /> Section Recommendations <br /> Set standards based on ranking with other Triangle Area counties .
