Local Land Use Ordinances • All three jurisdictions (Carrboro , Chapel Hill and Orange County) have historically recognized the significance of establishing requirements for recreation and parks within their subdivision ordinances . A jurisdiction has two ways to develop a park system, through the general tax base and requiring developers to contribute . All have the provision to accept a cash payment in . lieu of providing lands or facilities within the subdivision . This provides the flexibility to serve needs of the subject subdivision and the broader community. • Each can allow for off site improvements or donations of land to provide for large, planned park sites contributed to by more6 than one subdivision . The three ordinances have flexibility in requiring land, developed facilities , or both . • Chapel Hill and Orange County regulations are written to be land intensive while Carrboro basically requires that private recreation facilities be included . • Although the three ordinances use different formulae to define their requirements , the philosophy ftid intent of all three ordinances are the same . • Equalizing or having the same requirements across jurisdictions would require few changes and could be done to standardize recreation land and facility expectation placed on new developments by each jurisdiction . Section Recommendations Set standards based on ranking with other Triangle Area counties . Determine type of park and recreation facilities to be surveyed .
