5 / 18/ 99
while select town perceptions focus on increasing public-sector
facility pressures.
UNC is also working to encourage the public use of some of its
facilities such as the Carolina Outdoor Education Center (see
Appendix E) . This facility includes tennis courts, a frisbee golf
course, bike trails, and rope courses. UNC wants to educate the
public about recreation availability, especially encouraging lesser-
known facilities around campus.
F . Coordination Opportunities with OWASA
The Orange Water and Sewer Authority ( OWASA ) has been an active part of
Orange County 's efforts surrounding recreation and park planning .
Representatives of the OWASA Board and staff are members of the Work
Group , and
' have actively contributed to the efforts of the County in providing
higher levels of recreation and park service to citizens in the community .
OWASA owns over 3 , 000 acres in Orange County , and the local governments
have expressed interest in discussing recreation possibilities on parts of these
holdings .
Both OWASA - owned Cane Creek Reservoir lands and University Lake ( which
is leased from UNC ) are unique recreational locations in the County . These
combined areas represent nearly 2 , 000 acres within southwestern Orange
County . As some of the only formal locations with boating , fishing , and
canoeing in the County , these areas are recreational opportunities the
County is interested in maintaining . Partnerships with OWASA are avenues
for encouraging the provision of recreational opportunities on OWASA lands .
Opportunities appear to exist for local governments to work with OWASA . In
particular, local governments may be interested in discussing with OWASA
long - term scenarios for some lands , including mitigation lands acquired
during the building of Cane Creek Reservoir , The OWASA Board of Directors
has asked the local governments that requests regarding recreation use be
made on specific parcels ( please see Appendix F ) . OWASA 's primary objective
of water quality protection will determine their policy decisions regarding
appropriate intensity of use on specific holdings . In addition , OWASA has
acquisition plans for nearly 1300 new acres in the Cane Creek watershed ,
which may offer another potential opportunity for partnership with local
governments for the provision of iowJmpact recreation .
G . Coordination Opportunities with Duke University
Duke Forest is private land owned and managed by Duke University
as an outdoor educational and research facility. Comprised of seven
disjunct tracts of land, the Forest covers nearly 8000 acres of
19
