To coordinate <br /> the efforts of these entities , the Chapel Hill - Carrboro City <br /> Schools and Land Use Council and the Orange County Schools <br /> and Land Use Council were formed . The purpose of the Schools <br /> and Land Use Councils is to advise the Board of County <br /> . Commissioners concerning growth and land use issues relating to <br /> schools . <br /> The Schools and Land Use Councils were given the following <br /> specific charge : To develop a coordinated plan for approving <br /> developments, accounting for the impact of the developments on <br /> school capacity, siting schools, and building schools to meet <br /> demonstrated need in a timely manner.
