5 / 18 / 99 <br /> Using these goals , more - specific objectives were identified : <br /> Ob ' e� ctives <br /> * Keep active recreation facilities away from land that is <br /> environmentally sensitive, such as wetlands ; <br /> * Develop a program for land dedication / recreation payment that is <br /> more effective and comprehensive , <br /> * Protect identified natural areas and wildlife habitats in conjunction <br /> with the creation of recreation facilities ; <br /> * Develop linear parks in the Rural Buffer, and explore opportunities <br /> along other identified stream corridors ; <br /> * " Retrofit " existing developed properties for recreation ; <br /> * Enhance efforts like the New Hope Creek Corridor Study and the <br /> Upper Eno River preservation efforts ; <br /> * Develop land - use planning mechanism for securing neighborhood <br /> parks <br /> 2 . Criteria for Evaluating Possible Land Acquisition <br /> Subiect to approval by the Orange County Board of <br /> Commissioners , a system should be developed to evaluate how <br /> well potential land acquisitions meet the goals and objectives . A <br /> number of specific measures have been suggested both for the <br /> purchase of property , and for the appropriateness of siting <br /> facilities . The components of this system would become the basis <br /> of the Recreation and Parks Acquisition section of the County 's <br /> Resource Acquisition Program ( see Section V ) , <br /> Potential Land Acquisition Criteria ( examples ) : <br /> * The existence of matching funds from requesting jurisdiction ; <br /> Grants and other funding opportunities ; <br /> * Completion of existing projects with an adopted facility plan ; <br /> * Identified in the Inventory of Natural Areas and Wildlife Habitats of <br /> Orange County , N . C . ;. <br /> * Compatibility of planned use with adjacent land uses <br /> ( Rogerson/ Oakwood neighborhood park ) ; <br /> Appropriate intensity of use for the area ( Merritt Pasture at NC 54 <br /> and US 15/ 501 ) ; <br /> * Location ( Northern Community Park ) ; <br /> * Promotes continuity of wildlife corridors , Qreenways and linear <br /> parks ; <br /> Land adjacent to new schools ( Efland - Cheeks , Southern Park ) ; <br /> * Land for active recreation is suitable and appropriate for uses ( i . e . , <br /> not ecologically - sensitive areas ) , <br /> 14 <br />
