Proposal <br /> Orange County, with its new program and Land Resources Manager, could take <br /> the lead in site assessment and identification , working closely with the Town <br /> staffs . This arrangement could be similar to that of County Economic <br /> Development staff in years past . The combination of County and Town GIS <br /> coverages would allow for adequate land analysis to identify possible park sites <br /> and eventually explore acquisition . <br /> Although there are many ways a coordinated park land - banking arrangement <br /> might work, one approach might be the following . <br /> • The Master Recreation and Parks Work Group report is completed in May, 1999, <br /> including park needs and criteria for future acquisition and siting . <br /> • As planned , the criteria from this report are incorporated into the County's Land <br /> Resource Acquisition Program . <br /> • The local elected boards receive the report and authorize Managers and staff to <br /> meet to explore land - banking for long -term parks needs <br /> • Managers and staffs from the Towns and County Parks and Recreation departments <br /> meet with County Environment and Resource Conservation staff ( Parks and <br /> Resource Lands Council staff team ) to review recommendations for park location <br /> criteria and identified needs . <br /> • Parks and Resource Lands Council agrees on countywide park standards, <br /> differentiated by jurisdiction where needed . <br /> • County uses GIS to take criteria and identify possible sites with a preliminary site <br /> evaluation (working closely with all Parks and Recreation Directors) <br /> • Possible park sites are matched against County/Town - identified needs, both for <br /> active and passive ( low- impact) recreation <br /> • Assessment of potential for joint park meeting individual jurisdiction is made by staff <br /> team for each site <br /> • Land Resources Manager conducts thorough evaluation of sites and projects land <br /> acquisition costs <br /> • Joint meeting of CIP personnel from each jurisdiction to discuss long -term funding <br /> sources, methods of coordinating funds timewise, and processes to allocate funds <br /> based on needs and site availability <br /> • Staff team prioritizes and ranks identified sites, and assesses each identified site for <br /> short-term park needs and/or long -term land - banking for future park <br /> • Site identification and prioritization reviewed by advisory and elected boards <br /> • Recommend a parkland purchase plan and CIP funding mechanism to the Parks and <br /> Resource Lands Council <br /> • After feedback, coordinated parkland purchase plan and CIP funding mechanism to <br /> advisory and elected boards <br /> • Implement program through CIP's as recommended <br /> • County's Land Resources Manager negotiates acquisition with interjurisdictional staff <br /> team providing direction <br />
