Inter-jurisdictional Efforts To Standardizing Parks <br /> and Recreation Requirements <br /> Currently, the towns and County have a number of <br /> different standards that are used to determine parks and <br /> recreation needs. While recognizing the distinctions <br /> between urban and rural needs and facilities, it does <br /> appear that coordination of the different approaches <br /> would provide a number of advantages. In particular, if <br /> the local governments pursue joint capital funding and <br /> land-banking, and other possible combined functions, the <br /> need for a consistent countywide set of standards will be <br /> paramount. <br /> The Work Group recommends that the future Parkland <br /> and Resources Council address, among their first duties, <br /> a coordinated set of standards for parks and recreation . <br /> c . Joint siting , design , and management of school and <br /> park sites across jurisdictions <br /> The Schools and Land Use Councils have opened an <br /> important door in the co -location of schools and parks. <br /> With an avenue for input into the design and planning <br /> stages, the local governments and schools will be able to <br /> provide for a number of parks and recreation needs. <br /> Concerns about management of these facilities should be <br /> resolvable, with the Schools and Land Use Councils <br /> providing an important role in consensus-building. <br /> As further research is developed toward the specifics of a <br /> program for school/park acquisition, the Work Group <br /> suggests that Orange County, with its role in school site <br /> acquisition and program/staff resources for land <br /> acquisition, may be able to play a coordinating role in <br /> future land acquisitions for both purposes. <br /> 37 <br />
