MEMORANDUM <br /> To : Margaret Brown, County Commissioner <br /> John Link, County Manager <br /> Albert Kittrell , Assistant County Manager <br /> Richard Kinney , Carrboro Parks and Recreation Director <br /> Bob Jones , Orange County Recreation and Parks Director <br /> Bill Webster, Chapel Hill Parks and Recreation Analyst <br /> From : David Stancil , Orange County ERC Director <br /> Sarah Magruder, Orange County Planning/ERC Intern <br /> RE : Current and Projected Estimates of Parkland Needs in County <br /> Date : April 28 , 1999 . <br /> We have performed some rough calculations in order to begin to put some , � - <br /> numbers together for the Master Recreation and Parks Report . Currently, the report has <br /> blanks , plugged numbers or "xx ' s" on projected parkland needs . Prior to disseminating <br /> this to the full work group , we wanted to run these numbers by you for review . <br /> We have attempted to determine the number of parks (by type) and acres needed <br /> for Orange County ' s population in 2000 and 2025 . The intent of this exercise is to <br /> provide us with a general idea of the countywide needs . We used the Standards appendix <br /> from the 1996 Assembly of Governments Report, as well as the definitions of parks in the <br /> 1988 Orange County Master Recreation and Parks Plan . We used these standards in the <br /> absence of the anticipated community-based standards , that would be developed by the <br /> proposed future Parklands and Resource Council . Thus , alterations may be needed when <br /> the new standards are in place . Two tables are presented, one with gross land needs , the <br /> other demonstrating net needs after accounting for our best estimation of existing <br /> resources . Also listed are the assumptions used in the calculation process . <br /> Calculation Assumptions <br /> • In determining the number of people served by different types of parks , we <br /> chose the midpoint between the County ' s and municipalities different <br /> standards . <br /> • In determining the existing resource base , we used the inventory . <br /> • Definitions used — Regional parks are >200 , District parks are >75acres, <br /> Community parks are >20 acres and Neighborhood parks are > 5 acres . <br /> • Acreage needs were based upon the entire county . We did not allocate the <br /> final number of parks and acres by municipality or township . . <br /> • Eno River State Park is regarded as a regional park due to its size . <br /> 1 <br />
