Draft <br /> 4/ 28/ 99 <br /> the North Carolina Parks and Recreation Authority based on <br /> criteria patterned after the Open Project- Selection Process <br /> established for the Land and Water Conservation Fund <br /> administered by the National Park Service of the United <br /> States Department of the Interior. <br /> 3 ) Five percent ( 5 % ) for the Coastal and Estuarine Water Beach <br /> Access Program , <br /> Local funding to the Parks and Recreation Trust Fund <br /> (PARTF) through revenue stamps began with the 1996- 97 <br /> fiscal year. Through March 1999, revenue stamps from <br /> Orange County (including towns), have contributed <br /> $ 1, 351, 727 into the Parks and Recreation Trust Fund, and <br /> $304, 139 of that amount has gone to the local- <br /> government matching grants program . To date, the N. C. <br /> Recreation and Parks Authority has allocated $31, 500 <br /> ,j back into Orange County, to the Town of Hillsborough for <br /> the Occoneechee Mountain Park. This is the only local <br /> funding that has been received. <br /> The remaining twenty - five percent ( 25 % ) of the local revenue <br /> stamps goes to the Natural Heritage Trust Fund created under <br /> G . S . 113 - 77 . 7 . The monies generated from this fund are used to <br /> acquire natural lands for state parks , preserves , wildlife <br /> conservation areas , coastal reserves , natural and scenic rivers , <br /> historic site properties , and other outdoor recreation and natural <br /> areas . Fund priorities are given to projects which will protect <br /> areas of state or national ' ecological significance or outstanding <br /> cultural significance , 2 <br /> To date, Orange County has contributed $337, 932 to the <br /> Natural Heritage program through this method.
