<br /> Both OWASA -owned Cane Creek Reservoir lands and University
<br /> Lake (which is leased from UNC) are unique recreational
<br /> locations in the County. These combined areas represent
<br /> nearly 2, 000 acres within southwestern Orange County. As
<br /> some of the only forma/ locations with boating, fishing, and
<br /> canoeing in the County, these areas represent recreational
<br /> opportunities the County is interested in maintaining.
<br /> Partnerships with the Authority are avenues for encouraging
<br /> the provision of recreational opportunities on OWASA lands.
<br /> Opportunities appear to exist for local governments to work
<br /> with OWASA . In particular, local governments may be
<br /> interested in discussing with OWASA long-term scenarios for
<br /> some lands, including mitigation lands acquired during the
<br /> building of Cane Creek Reservoir. The OWASA Board of
<br /> Directors has asked the local governments that requests
<br /> regarding recreation use be made on specific parcels (please
<br /> see Appendix H) , OWASWs primary objective of water quality
<br /> protection will determine their policy decisions regarding
<br /> appropriate intensity of use on specific holdings. In addition,
<br /> OWASA has acquisition plans for nearly 1300 new acres in the
<br /> Cane Creek watershed, which may offer another potential
<br /> opportunity for partnership with local governments for the
<br /> provision of passive recreation .

<br /> A . Ensuring Recreation Needs Are Met
<br /> In Section II of this document, recreation needs have been
<br /> identified for each of the jurisdictions within Orange County,
<br /> using previous works and new assessments. While there are
<br /> some differences between the jurisdictions, in general the
<br /> needs fall into the following major categories:
<br /> • Acquisition and development of greenways or trails
<br /> • School/park combinations
<br /> • Active recreation facilities and/or gymnasiums
