The towns and county make land use <br /> decisions and approve developments that can increase the <br /> numbers of school children . The school boards are responsible <br /> for school policy and school buildings , while the county is <br /> responsible for providing adequate school facilities . To coordinate <br /> the efforts of these entities , the Chapel Hill - Carrboro City <br /> Schools and Land Use Council and the Orange County Schools <br /> and Land Use Council were formed . The purpose of the Schools <br /> and Land Use Councils is to advise the Board of County <br /> Commissioners concerning growth and land use issues relating to <br /> schools . <br /> The Schools and Land Use Councils were given the following <br /> specific charge : To develop a coordinated plan for approving <br /> developments, accounting for. the impact of the developments on <br /> school capacity, siting schools, and building schools - to meet <br /> demonstrated need in a timely manner. Membership on the <br /> Chapel HilkCarrboro City Schools Land Use Council is composed <br /> of two Board of Education members , two Carrboro Board of <br /> Aldermen , two Chapel Hill Town Council members, and one <br /> Orange County Commissioner . The Orange County Schools Land <br /> Use Council is composed of two Board of Education members , <br /> one Hillsborough town Commissioner, and one Orange County <br /> Commissioner , <br /> The Schools and Land Use Councils held their first meeting on <br /> -October 8 , 1997 and have met bimonthly ( with one or two <br /> exceptions ) since that time . Most meetings have been joint <br /> although there have been a few meetings specific to one council <br /> or the other . To date , the councils have : <br /> • Adopted a Resolution of Intent Concerning the Role of the Schools <br /> and Land Use Councils ; <br /> 15 <br />
