Draft <br /> 3 / 24/ 99 <br /> Two of these potential funding sources are funded through <br /> locally - collected revenue stamps . Currently, the County collects <br /> $ 2 . 00 per thousand on the sale prices of houses . Of this <br /> money, 48 % goes to the State, while 52 % stays in the County . <br /> • Of the State money, seventy -five percent ( 75 % ) goes to the <br /> Parks and Recreation Trust Fund established under G . S . 113 - <br /> 44 . 15 . The money collected under this fund is appropriated <br /> annually by the NC Parks and Recreation Authority and used <br /> as follows : 1 <br /> 1 ) Sixty- five percent ( 65 % ) for the State Parks System for <br /> capital projects, repairs and renovations of park facilities, <br /> and land acquisition . <br /> 2) Thirty percent (30 %) to provide matching funds to local <br /> governmental units on a dollar- for-dollar basis -for local - <br /> park and recreation purposes. These funds shall be <br /> allocated by the North Carolina Parks and Recreation <br /> Authority based on criteria patterned after the Open <br /> Project Selection Process established for the Land and <br /> Water Conservation Fund administered by the National <br /> Park Service of the United States Department of the <br /> Interior. <br /> 3 ) Five percent ( 5 % ) for the Coastal and Estuarine water <br /> Beach Access Program . <br /> • The remaining twenty-five percent ( 25 % ) goes to the <br /> Natural Heritage Trust Fund created under G . S . 113 = 77 . 7 . <br /> The monies generated from this fund are used to : <br /> 4 ) Acquire natural lands for state parks, preserves, wildlife <br /> conservation areas, coastal reserves, natural and scenic <br /> rivers, historic site properties, and other outdoor <br /> recreation and natural areas . <br /> 5 ) Fund priorities are given to projects which will protect <br /> areas of state or national ecological significance or <br /> outstanding cultural significance . 2 <br /> • The County 's share of the revenue collected from the tax is <br /> placed in the County 's general fund . <br /> ' Information on the Parks and Recreation Trust Fund is taken from the corresponding state statues . <br /> 2 From the Natural Heritage Trust Fund webpage . <br /> 17 <br />
