Draft 3/ 24/ 99 : ,� L�T� A : ::: : :: A . Coordination with County Resource Acquisition Program On January 4, 1999 , Orange County created a Department of Environment and Resource Conservation . One of the principal tasks for the new department is the development of a Resource Acquisition Program . While primarily targeted to the preservation of natural and cultural resources, the program will also address acquisition measures for recreation lands and parks on since many of the goals and objectives of resource preservation and recreation are intertwined . Since the County 's resources are located in all quadrants of the County, irrespective of planning jurisdiction , the program offers an opportunity for coordinated acquisition with the Towns and OWASA . A new position will be hired to coordinate these acquisitions, a Land Resource Conservation Manager with a dual background in science and real estate . A draft outline of the Resource Acquisition Program has been developed and is shown below . It includes an assessment of the loss of resources that has occurred to date, an inventory of resources at present, and development of a program of easements and purchase for the future that may involve a number of approaches . Fortunately, some of the preliminary GIS mapping work in this area has been accomplished - but additional efforts will be needed to complete the task, including the collation of data from inventories previously compiled . This program will coordinate the acquisition of land for historic sites, natural resources, parks and recreation, and farmland - using matching funds and seed money from the County . As such , the program will be inter - related with the Schools / Land Use and Master Recreation and Parks efforts . It is thus anticipated that the eventual goals, objectives and criteria identified in this report will be inputs into the acquisition program for recreation and parks facilities . 15
