Joint Siting and Management of Sites <br /> Schools and Land Use Councils <br /> In Orange County , a number of elected officials make decisions that <br /> affect schools . The towns and county make land use decisions and <br /> approve developments that can increase the numbers of school <br /> children . The school boards are responsible for school policy and <br /> school buildings , while the county is responsible for providing adequate <br /> school facilities . To coordinate the efforts of these entities , the Chapel <br /> Hill - Carrboro City Schools and Land Use Council and the Orange <br /> County Schools and Land Use Council were formed . The purpose of <br /> the Schools and Land Use Councils is to advise the Board of County <br /> Commissioners concerning growth and land use issues relating to <br /> schools . <br /> The Schools and Land Use Councils were given the following specific <br /> charge : To develop a coordinated plan for approving developments, <br /> accounting for the impact of the developments on school capacity, <br /> siting schools, and building schools to meet demonstrated need in a <br /> timely manner. Membership on the Chapel Hill - Carrboro City Schools <br /> Land Use Council is composed of two Board of Education members , <br /> two Carrboro Board of Aldermen , two Chapel Hill Town Council <br /> members , and one Orange County Commissioner , The Orange County <br /> Schools Land Use Council is composed of two Board of Education <br /> members , one Hillsborough town Commissioner , and one Orange j <br /> County Commissioner , <br /> The Schools and Land Use Councils held their first meeting on October <br /> 81 1997 and have met bi - monthly ( with one or two exceptions ) since <br /> that time .
