With the knowledge of what facilities , needs and standards exist at this time ( see Section II and appendices ) , the Work Group has discussed the direction of future efforts . In particular, there are two key areas to which attention should be drawn . First , a working set of goals and objectives must be developed that meet the diverse recreation and parks needs of the County . To implement these goals , criteria have been developed for the expenditure of future resources for land acquisition and facility siting . Subsection A below addresses these needs . Second , the potential for joint siting and management of sites is seen as a logical extension of the information gathered to date . An evaluation of possibilities in this area is also warranted , and is included as subsection B . Two issues that are directly relevant are discussed in subsections c and d - UNC expansion and Impediments to Location of new facilities . Finally, subsection e addresses possible mechanisms for implementing these goals and objectives . A . Park and Recreation Land Acquisition Goals, Objectives and Criteria (Note : The following is a strawman for three important areas of this report: goals, criteria for land acquisition, and criteria for facilities siting .
