Draft <br /> 3/24/99 <br /> It <br /> QVISITION �: <br /> A . Coordination with County Resource Acquisition <br /> Program <br /> On January 4 , 1999 , Orange County created a Department of Environment <br /> and Resource Conservation . One of the principal tasks for the new <br /> department is the development of a Resource Acquisition Program . While <br /> primarily targeted to the preservation of natural and cultural resources , <br /> the program will also address acquisition measures for recreation lands <br /> and parks - since many of the goals and objectives of resource <br /> preservation and recreation are intertwined . Since the CountyAs resources <br /> are located in all quadrants of the County , irrespective of planning <br /> jurisdiction , the program offers an opportunity for coordinated acquisition <br /> with the Towns and OWASA . <br /> A new position will be hired to coordinate these acquisitions , a Land <br /> Resource Conservation Manager with a dual background in science and <br /> real estate . <br /> A draft outline of the Resource Acquisition Program has been developed <br /> and is shown below. It includes an assessment of the loss of resources <br /> that has occurred to date , an inventory of resources at present, and <br /> development of a program of easements and purchase for the future that <br /> may involve a. number of approaches . Fortunately , some of the preliminary <br /> GIS mapping work in this area has been accomplished , but additional <br /> efforts will be needed to complete the task , including the collation of data <br /> from inventories previously compiled. This program will coordinate the <br /> acquisition of land for historic sites , natural resources , parks and <br /> recreation , and farmland , using matching funds and seed money from the <br /> County , As such , the program will be inter- related with the Schools/Land <br /> Use and Master Recreation and Parks efforts . <br /> It is thus anticipated that the eventual goals , objectives and criteria <br /> identified in this report will be inputs into the acquisition program for <br /> recreation and parks facilities . <br /> Proposed Outline <br /> Orange County Resource Acquisition Program <br /> .
