The towns and county make land use <br /> decisions and approve developments that can increase the <br /> numbers of school children . The school boards are responsible <br /> for school policy and school buildings , while the county is <br /> responsible for providing adequate school facilities . To <br /> coordinate the efforts of these entities , the Chapel Hill - Carrboro <br /> City Schools and Land Use Council and the Orange County <br /> Schools and Land Use Council were formed .
