Memorandum to Economic Development Commission <br /> October 29 , 2004 <br /> Page 2 <br /> " The Transportation Improvement Program contains funding information and schedules <br /> for the State Transportation Divisions including Highways , Aviation , Enhancements , <br /> Public Transportation , Rail , Bicycle and Pedestrian , and the Governor' s Highway Safety <br /> Program and is the major tool for implementation of locally adopted transportation <br /> plans . <br /> Regional transportation agencies have recently apprised local jurisdictions of a change <br /> in the STIP update schedule . The NC Board of Transportation , in July of this year , <br /> voted to change the program period from even - numbered years to odd - numbered <br /> years . The next STIP will be for FY 2007 - 2013 and the public hearing process has been <br /> changed from October — November of 2005 to February — April of 2005 . NCDOT , <br /> because of the short time frame , suggests that local jurisdictions submit priority lists <br /> developed for the 2006 - 2012 TIP plus any new projects that those jurisdictions may <br /> wish to add . <br />
