ECONOMIC DEVELOPMENT DISTRICT TRANSPORTATION WORKGROUP RECOMMENDATIONS MEMORANDUM To : Board of Orange County Commissioners Hillsborough Town Board of Commissioners From : EDD - Transportation Work Group Date : September 28 , 2001 RE : Final Report Attached please find the notes provided by our facilitator for our final meeting on August 18 , 2001 . This report serves as the translation of those notes into recommendations for action by both boards . Background The EDD Transportation Committee was an out _ growth of the EDD workgroup that suggested land use changes in the EDD areas as well as the designation of new EDD areas . The Land Use Group ( 2 commissioners from each board ) had concerns that the transportation system was insufficient to address the full implementation of the EDDs . The Land Use Group felt they greatly benefited from the participation of the development community during the land use phase , and they wanted that to continue in the transportation phase . To that end , they sought wide - range participation from the public with known interest in the topic . In addition to the 4 elected off iciais , 1 member from each planning board , the Commission for the Environment , the Chamber of Commerce , the Alliance for Historic Hillsborough , Economic Development Commission , and the Eno River Association were invited . An area property owner , a representative from Ayr Mount , a design professional , and a developer were also participants . Staff from Orange County Planning , the EDC and Hillsborough Planning supported the committee ' s efforts . Recommendations : 1 . Both elected boards should forward the comments listed in the notes to NCDOT and their consultants working on the evaluation of Elizabeth Brady Road Extension . 2 . Both elected boards should choose projects from the list of " other recommendations " to create priority lists for the next TIP . Submittals for the next round are due to the MPO this fall . The boards should work together to select the same projects in the same relative order to enhance the possibility of funding . 3 . Implement the three policy suggestions : • Encourage County to provide park & ride for employees • Consider policy about road widening similar to Carrboro ' s — nothing greater than 3 lanes in town • Set up a standing joint town /county committee to address transportation issues .
