Joint a - s RESOLUTION A ] oint Parks and Resource Lands Council F I E WHEREAS , the Towns of Carrboro , Chapel Hill , Hillsborough and Orange County have discussed long - term parks and recreation issues in the past several years , and WHEREAS , these discussions have led to a Recreation and Parks Work Group ( 1996 ) and a Report on Coordination ( 1997 ) to refine and explore coordination efforts among the jurisdictions , and WHEREAS , the Joint Master Recreation and Parks Work Group has , in its deliberations , benefited from ideas and possible means of collaboration developed as part of the work group process , and WHEREAS , consistent with the Schools and Land Use Councils work in the co - location of parks and schools , the Work Group has provided criteria and details that might enhance the potential for coordination in this and other areas of long - term parks needs , and WHEREAS , the Work Group has recommended that a new Joint Parks and Resource Lands Council be formed to follow - up on the work of this body and implement future efforts toward coordination of recreation and parks planning ; NOW , THEREFORE , BE IT RESOLVED that the agrees to create a Joint Parks and Resource Lands Council along the lines specified in the Joint Work Group report . BE IT FURTHER RESOLVED THAT the instructs its Manager to meet with the Managers of each jurisdiction to develop and report back on a charge , mission and st ructure for the Parks and Resource Lands Council , with the goal of a first meeting of the Council in the fall of 1999 .
