5/ 26/ 99 <br /> studies , and plans for greenways and linear parks ; <br /> • Coordinate efforts with the Orange County Resource <br /> Acquisition Programs <br /> • Develop public education programs on parks and recreation <br /> The creation of this council is a critical component of future <br /> coordination . By its nature , the Council will need to coordinate <br /> closely with the work of the Schools/ Land Use Councils on <br /> acquisition of lands of mutual interest for school / park co - <br /> location . This report contains criteria and details that build on <br /> the ideas of the School / Land Use Memorandum of Agreement . <br /> A resolution asking the local governments to create the Parks <br /> and Resource Lands Council in time for an initial meeting in fall <br /> of 1999 is attached as Appendix L . <br /> B . Inter -jurisdictional Efforts To Standardize Parks <br /> and Recreation Requirements <br /> Currently , the towns and County have a number of different <br /> standards that are used to determine parks and recreation <br /> needs . While recognizing the distinctions between urban and <br /> rural needs and facilities , it does app2ar that coordination of the <br /> different approaches would provide a number of advantages . In <br /> particular , if the local governments pursue joint capital funding , <br /> land acquisition , and other combined functions , the need for a <br /> consistent countywide set of standards will be paramount . <br /> The Work Group recommends that the Parks and Resource <br /> Lands Council address , among their first duties , a coordinated <br /> set of recommended standards for parks and recreation . <br /> C . Joint Siting , Design , and Management of School and <br /> Park Sites across Jurisdictions <br /> The Schools and Land Use Councils have opened an important <br /> door in the co - location of schools and parks . With an avenue for <br /> input into the design and planning stages , the local <br /> governments and schools will be able to provide for a number of <br /> parks and recreation needs . Concerns about management of <br /> these facilities should be resolvable , with the Schools and Land <br /> Use Councils providing an important role in consensus - building . <br /> As mentioned above , close coordination between the Parks and <br /> Resource Lands Council and the Schools/ Land Use Councils will <br /> be paramount . <br /> As further research is developed on the specifics of a program <br /> for school / park acquisition , the Work Group suggests that <br />
