Five percent ( 5 % ) for the Coastal and Estuarine Water Beach <br /> Access Program . <br /> Local funding to the Parks and Recreation Trust Fund ( PARTF ) through <br /> revenue stamps began in the 1996 - 97 fiscal year . Through March <br /> 1999 , Orange County ( including the towns ) has contributed <br /> $ 1 , 351 , 727 into the Parks and Recreation Trust Fund through the <br /> staters 48 % portion of the funding arrangement . Of that amount , <br /> $ 304 , 139 has gone to the local government matching grants program . <br /> To date , the N . C . Recreation and Parks Authority has allocated <br /> $ 31 , 500 back into Orange County , to the Town of Hillsborough for the <br /> Occoneechee Mountain Park . S . 113 - 77 . 7 . <br /> The monies generated from this fund are used to acquire natural lands <br /> for state parks , preserves , wildlife conservation areas , coastal <br /> reserves , natural and scenic rivers , historic site properties , and other <br /> outdoor recreation and natural areas . Fund priorities are given to <br /> projects that will protect areas of state or national ecological <br /> significance or outstanding cultural significance , and are granted only <br /> to state and federal agencies . 2 Funds are only available to state <br /> agencies , or local governments working in conjunction with state <br /> agencies . <br /> To date , Orange County has contributed $ 337 , 932 to the Natural <br /> Heritage Fund program through revenue stamps .
