Schools and Land Use Councils <br /> In Orange County , a number of elected officials make decisions that <br /> affect schools . The towns and county make land use decisions and <br /> approve developments that increase the numbers of school children . <br /> School boards are responsible for school policy and school buildings , <br /> while the county is responsible for providing adequate school facilities . <br /> To coordinate these efforts , the Chapel Hill - Carrboro City Schools and <br /> Land Use Council and the Orange County Schools and Land Use <br /> Council were formed , with the purpose of advising the Board of County <br /> Commissioners on growth and land use issues related to schools . <br /> Specifically , the Schools and Land Use Councils are charged with " <br /> developing a coordinated plan for approving developments, accounting <br /> for the impact of the developments on school capacity, siting schools, <br /> and building schools to meet demonstrated need in a timely manner. " <br /> Membership on the Chapel Hill - Carrboro City Schools Land Use Council <br /> is composed of two Board of Education members , two Carrboro Board <br /> of Aldermen , two Chapel Hill Town Council members , and one Orange <br /> County Commissioner , The Orange County Schools Land Use Council <br /> is composed of two Board of Education members , one Hillsborough <br /> town Commissioner , and one Orange County Commissioner . <br /> The Schools and Land Use Councils held their first meeting on October <br /> 8 , 1997 and meet generally bi - monthly , either jointly or as individual <br /> councils . To date , the councils have : <br /> • Adopted a Resolution of Intent Concerning the Role of the Schools <br /> and Land Use Councils ; <br /> • Adopted a Structure for Communication that defines procedures <br /> whereby local governments and schools systems keep each other <br /> apprised of activities/ decisions that may impact the other ; and <br /> • Initiated discussion on a Memorandum of Agreement on Co - location <br /> of Facilities ( see Appendix Q . <br /> 14 <br />
