ORANGE COUNTY <br /> SKILL DEVELOPMENT/JOBLINK CENTER <br /> Background <br /> In December 1995 the Board of Commissioners received a report from the Skill Development <br /> Program Board recommending the establishment of a skill development/training center be <br /> established in the county . The purpose of the center would be to provide adequate training and <br /> services to allow County citizens to be self sufficient and free of all public and private assistance . <br /> The group identified collaborative training and employment agencies for the center : Department <br /> of Social Services - Work First ; Durham Technical Community College ; Joint Orange Chatham <br /> Community Action Agency4TPA ; Literacy Council and Employment Security Commission . <br /> The County ' s efforts to create a Skill Development/JobLink Center is as follows : <br /> January 1996 Regional Consolidated Services Workforce Development <br /> Board received $ 25 , 000 planning grant from the Governor ' s <br /> Workforce Development Commission to develop a JobLink <br /> implementation grant application . <br /> Orange, Alamance and Randolph Counties compose the Regional <br /> Consolidated Services Workforce Development Board (RCS) . <br /> July 1996 At a cost of $ 1 . 2 million the County purchased a vacant building at <br /> 503 Franklin Street, Chapel Hill for the Skill Development/JobLink <br /> Center . <br /> July 1996 County staff and agencies scheduled to occupy the Center began meeting <br /> to ensure appropriate programming and apply for 1997 /98 State JobLink <br /> funding under the Governor ' s Workforce Development Commission . <br /> Workforce Development Boards were designated as the entity receiving <br /> funds for JobLink Centers . <br /> October 1996 RCS applied for State JobLink Implementation Grant in the <br /> amount of $ 210 , 000 . <br /> December 1996 County received notification that funding was not awarded to RCS . <br />
