Ms . Brown said that after reading the IA, she remained unsure as to what the governing board ' s <br /> responsibilities would be . She asked Ms . Nease - Brown to list out the State statutes that <br /> addressed the governing board ' s responsibilities . <br /> Ms . Nease -Brown responded that she tried not to make decisions for the Board that were up to <br /> the Board . If they are not spelled out in the IA, then they are not in the statutes . <br /> Service Definitions <br /> Judy Truitt said there were copies available if committee members would like to have them and <br /> she handed the document out to members . <br /> Ms . Brown wanted to know how much input the agency had in the document ' s creation, to which <br /> Mr. Maynard responded "not much" . <br /> There will be an information session held by the Division for OPC staff at the end of the month . <br /> Mr. Maynard shared that the new and modified service definitions generally divide mental health <br /> and substance abuse services into groupings . No rates are attached to the definitions . They are <br /> supposedly coming in February. The definitions will be effective October 1 , 2004 with no <br /> period of transition . There are no definitions included for "developmental day" and " sheltered <br /> workshops " and this is a huge area of concern . <br /> OPC staff will review document for understanding and share findings with this group . <br /> Organizational Chart <br /> The proposed LME organizational chart was included in the handout . <br /> Mr . Maynard indicated it was a model of how they picture the LME operation . It will initially be <br /> a temporary arrangement using existing staff. <br /> Judy Truitt will serve as the Deputy Director of Internal Operations . Members of the current <br /> Management Team have been assigned to head the various newly created organizational <br /> divisions . <br /> CFAC Issues <br /> Janet Sowers is the newly elected chair of the CFAC . She expressed that the CFAC is <br /> experiencing some control issues and that there is big concern regarding the power of the DD <br /> population . <br /> Mr . Maynard informed the group that the State requires a Relational Agreement between CFAC <br /> and the LME . The State had said there was an urgent deadline for submission of this agreement , <br /> but now it appears there is no urgent deadline . A basic agreement has been drawn up with plans <br /> to make it more specific in the future . <br />
