Ms . Nease - Brown said it is an ongoing process and the agreement was written loosely according <br /> to State guidelines . Maynard responded that for 2004 - 2005 , we would be developing an LME budget for the <br /> first time . <br /> Margaret Pollard expressed that it is not clear if there is a person whose total responsibility is <br /> planning for mental health services . She feels that one thing that is missing is help with <br /> development of overall plan for services . <br /> Mr . Maynard responded that the new organizational chart includes doing functions that we have <br /> not traditionally done . He also stated that maintaining stability in the short-term is an urgent <br /> need . <br /> Jimmy Clayton said that the group has to go ahead with the agreement . He believes that Ms . <br /> Nease -Brown has left enough leeway to work out the other details . <br /> Mr . Link said he would like to include in the IA a reference saying that funding of the LME shall <br /> be described in the business plan . He feels it is important from a public policy standpoint to state <br /> in budget documents how services/programs are financed . <br /> Janet Sowers mentioned that DSS in Person County is concerned about how all of this will <br /> impact them . <br /> Mr. Horne inter] ected that there had been a meeting in Chatham County about his very issue and <br /> that he would be interested to see if DSS and the Health Departments can factor into being a <br /> service provider. <br /> Johnny Whitfield expressed that he thought service provision would not cease if there were no <br /> available providers , and that OPC would continue to provide that service if no suitable providers <br /> were available elsewhere . <br /> Mr . Maynard informed the group that the new service definitions do not require OPC to break up <br /> services/programs into minute pieces . <br /> Margaret Brown stated that , as an elected official , she wanted to look at what services we have <br /> now and what we do not want to lose ; how do we preserve the good pieces we have now ? <br /> Mr . Link reiterated that he would like to see more specificity in Section 16 of the IA as it relates <br /> to finance and budgeting . Orange County will circulate to Ms . Nease -Brown and everyone else <br /> the language they would like to see added to the IA . <br />
