ADULT MENTAL HEALTH / SUBSTANCE ABUSE COMMITTEE <br /> Minutes , June 28 , 2005 <br /> Present : Rhonda Allen , Shira Belovicz , Pam Chevalier , Ilona McManus <br /> Staff : Tom Velivil , Marian Whitt <br /> STAR Unit <br /> Tom Velivil informed the group that OPC STAR ( Screening , Triage , Access and <br /> referral ) unit would begin their operation on July 5 , 2005 . Beginning July 5tn , <br /> consumers wishing to make an appointment to access the mental health , <br /> developmental disabilities or substance abuse services in OPC catchment area <br /> will contact the STAR unit at 919 . 913 . 4100 or 1 . 800 . 233 . 6834 . The STAR unit <br /> clinicians will provide a telephone screening to determine the urgency of need <br /> ( Emergent , Urgent or Routine ) and will make a referral for face to face <br /> assessment with a provider in the community . If a consumer does not qualify for <br /> services , the STAR unit clinician will provide information about other community <br /> resources . <br /> Assessment , Person - Centered Planning & Service Delivery <br /> Tom Velivil discussed with the members the Service Delivery flow- chart and how <br /> the consumers will be referred to various services when the new service <br /> definition is implemented on October 1st . 2005 . Consumers in the committee <br /> raised concerns about their current services and wondered how their services will <br /> be affected in the advent of new service definition . Two of the members raised <br /> concerns about losing their individual and group therapy sessions and hoped that <br /> they will at least receive a limited amount of these services . Members also <br /> raised concern over fragmentation in services and hoped that OPC will keep best <br /> practice in mind and will authorize services to fit the needs of individual <br /> consumers . <br /> Marian Whitt briefly shared with the group how Person Counseling Center is <br /> preparing to implement the Community Support model and the new service <br /> definition . She also assured the members that Person Counseling Center is <br /> make every effort possible to make this as smooth a transition as possible . <br /> Next meeting : July 26 , 2004 at 6 . 00 PM <br /> Submitted by : Tom Velivil <br />
