2 <br /> Geoffrey Gledhill said that determinations by the staff could be appealed to the Board of <br /> Adjustment . <br /> The EDD manual will be retyped in a strike and delete format . The gray areas will be <br /> removed so that there are some quantifiable standards . <br /> Craig Benedict asked Commissioner Jacobs and Commissioner Halkiotis if a fifth item <br /> could be added to the public hearing on December 12th as Amendments to the EDD Design <br /> Manual . This item will be on the consent agenda for the County Commissioners tomorrow <br /> night , November 21 St <br /> 2 ) Parcel and Area breakdown of uses ( Attachment 2 ) <br /> Craig Benedict explained Attachment 2 , which was a chart of all of the properties <br /> involved in the EDD moratorium . <br /> Discussion ensued about the mixed uses within the EDD . <br /> Mark Sheridan pointed out that the office space should be as self- contained as possible <br /> and have enough restaurants and retail to service the community . <br /> Commissioner Jacobs agrees with the principle of keeping different uses within the <br /> community , but he thinks the principle should be articulated all the way through . He does not <br /> want to see an entire section of a building that is only office space . He would like to see <br /> something that is more like a community . <br /> 3 ) Traffic Analysis based on proposed mixture of uses ( Attachment 4 ) <br /> Craig Benedict explained Attachment 4 , which was a series of charts showing the <br /> amount of trips generated for each use ( i . e . , retail , office , residential ) based on 1 , 000 acres of <br /> development . He said that the traffic for different uses could be distributed so that there is not a <br /> major traffic impact at any one time . There would be about 8 , 000 trips in the morning just from <br /> the office park development . There would be about 98 , 000 trips per day from the total 1 , 000 <br /> acres of development at build out . He said that it would take about 20 years to achieve build out <br /> in this area . <br /> Dianne Reid distributed a chart with the current trips per day in the Hillsborough area . <br /> Craig Benedict said that the primary interest to the entire EDD in reaching its potential is <br /> whether or not the roadway network can handle the development . At this time , the roadway <br /> network cannot handle the development . <br /> Commissioner Jacobs asked for a map of Old 86 from k85 to 140 and the right of way <br /> that is currently available . <br /> 4 ) Table of uses and corresponding EDD designation (Attachment 5 ) <br /> Craig Benedict explained Attachment 5 , which showed the uses that would be allowed in <br /> each category ( i . e . , office uses , office service , office flex , and retail ) . <br /> 5 . ITEMS FOR NEXT MEETING <br /> Date : December 18 , 2000 <br /> Time : 7 : 00 p . m . <br /> Place : Planning and Agricultural Center Food Lab <br /> There is a public hearing for Orange County on November 27th that will address <br /> subdivisions within non - residential areas related to the EDD . A second public hearing will be <br /> held on December 12th that will address areas 3a and 3b and the continuation of the moratorium <br /> for areas Al and A2 . <br />
