1 <br /> MINUTES <br /> ORANGE COUNTY/ HILLSBOROUGH EDD TASK FORCE <br /> NOVEMBER 20 , 2000 <br /> The Economic Development District Task Force met on November 20 , 2000 at 7 : 00 p . m . at the <br /> Hillsborough Town Barn in Hillsborough , North Carolina . <br /> PRESENT : Margaret Hauth , Hillsborough Planning Director ; Mark Sheridan , Hillsborough Town <br /> Board ; Evelyn Lloyd , Hillsborough Town Board ; Barry Jacobs , Orange County Commissioner ; <br /> Stephen Halkiotis , Orange County Commissioner ; Dianne Reid , Economic Development <br /> Director ; Craig Benedict , Orange County Planning Director ; Debra Graham , Orange County <br /> Planning Department , Geoffrey Gledhill , Orange County Attorney <br /> OTHERS : Scott Radway and Jack Smyre , Kimley Horn and Associates ; Bill Anderson ; George <br /> Horton ; Jim Hopper , Bret Bocook ; and Kennen Borden <br /> 1 . CALL TO ORDER <br /> The meeting was called to order at approximately 7 : 08 p . m . <br /> 2 . ADJUSTMENTS TO AGENDA <br /> None <br /> 3 . APPROVAL OF MINUTES - October 25 , 2000 and November 6 , 2000 <br /> The minutes for October 25 , 2000 and November 6 , 2000 were approved by <br /> acclamation . <br /> 4 . TOPICS OF DISCUSSION <br /> 1 ) Quick restatement of EDD topics scheduled for December 12 , 2000 public <br /> hearing on Areas 3a and 3b ( Attachment 1 ) <br /> Craig Benedict explained the items that would be on the public hearing on December <br /> 12t" . The issues will be the EDD districts , areas 3A and 3B . A limited office district would have <br /> to be created for these areas . Also , an EDD special entranceway district would have to be <br /> created . The property would also have to be rezoned to limited office . <br /> Craig Benedict said that another issue was an amendment to the Economic <br /> Development Design manual in order to take out the complex language . <br /> One of the decisions to be made tonight is who would review a five - acre project for <br /> limited office . There should be a threshold for review by staff , Planning Board , or County <br /> Commissioners , <br /> Margaret Hauth said that if no new lots were created within the zoning , there were no <br /> size standards in Hillsborough . <br /> Discussion ensued about use restrictions within an EDD . <br /> Mark Sheridan asked if special use permits were legislative functions that the <br /> Commissioners reviewed . Geoffrey Gledhill said that some special uses do not require <br /> rezoning . <br /> Geoffrey Gledhill recommends strongly against the Commissioners doing site plan <br /> review , because that is an administrative function . Having an EDD manual that the task force <br /> understands and that accomplishes what the task force wants is critical . <br /> Craig Benedict talked about the things that should be taken out of the manual , such as <br /> the calculation of trees per volume of building . He would prefer that people focus on making the <br /> project look good . <br />
