iQ Pedestrian & Bicycle Facilities While the purpose of pedestrian and bicycle circulation criteria is to promote free and safe movement of people throughout Economic Development Districts , other goals can be accomplished , including the following . The elimination of physical and man - made barriers which impede the use of pedestrian systems by the physically handicapped . The provision of a greater sense of association and identification among neighbors , be they workers in adjoining buildings or residents in a neighborhood . To achieve these goals , residential and non - residential development are not to be designed as isolated enclaves but must be linked with each other and other forms of transportation , including transit , consistent with the criteria listed below . Pedestrian Circulation Walkways or sidewalks must be provided along all new collector and arterial streets . In all cases , public sidewalks , and walkways on private property , must be at least four feet in width and clearly marked with paint or a contrasting surface material . In addition , barrier - free design must be incorporated into sidewalk and walkway systems for use by the handicapped .
