It is the <br /> intent of these criteria to protect sensitive areas of a site <br /> from development , to reduce the impacts of development on <br /> steeply sloped sites , to require appropriate storm water <br /> management , and to minimize mass surface grading which <br /> destroys the character of the landscape . <br /> In all ED Districts within a designated water supply <br /> watershed , the first half - inch of stormwater runoff from <br /> impervious surfaces shall be controlled . This may be <br /> accomplished by : <br /> 1 . Preserving undisturbed vegetated areas for on - site <br /> infiltration of runoff , particularly sensitive areas <br /> around wetlands and wader bodies . <br /> 2 . Where soils permit , installing grass swales , trenches , <br /> and retention ponds to increase infiltration capacity . <br />
