ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date: June 23, 2005 <br />Action Agenda <br />Item No. J <br />SUBJECT: RFP Award: Voice Logginq System for Emergency Management <br />DEPARTMENT: Purchasing/Emergency <br />Management <br />PUBLIC HEARING: (Y/N) No <br />ATTACHMENT(S): <br />INFORMATION CONTACT: <br />Pam Jones, 245-2652 <br />Jack Ball, 968-2050 <br />TELEPHONE NUMBERS: <br />Hillsborough 732-8181 <br />Chapel Hill 968-4501 <br />Durham 688-7331 <br />Mebane 336-227-2031 <br />PURPOSE: To consider awarding a contract for a Voice Logging System from Carolina <br />Recording Systems from Charlotte, North Carolina, <br />BACKGROUND: The Vcice Logging System currently being used by EMS has been in service <br />since 1999 and is failing, This vital piece of equipment records all 9-1-1 calls received at <br />Orange County Emergency Management as well as all radio transmissions between <br />telecommunicators and emergency responders in the field, During certain equipment failures, <br />the system either fails to record any radio and telephone traffic or only records partial traffic, <br />Continuing to make repairs to the current equipment is not a reliable or economically feasible <br />soluticn to the situation, <br />North Carolina General Statute 143-129.8 allows for the use of the Request for Proposals <br />(RFP) process for technology acquisitions such as this that allow for award to be made to the <br />"best overall" proposal, Orange County staff developed specifications, The specifications <br />designed a system that will meet present and future capacity as well as accommodate 800 Mhz <br />trunking, which represents the future technological direction of the Ccunty and its municipal and <br />volunteer agency partners for emergency communications infrastructure, These specifications <br />were part of Request for Proposals #5115 that was sent to five vendors as well as advertised on <br />the County's website. The following companies responded to the RFP: <br />Alltel, Raleigh, North Carolina <br />CVDS, Pointe Claire Canada <br />3, Carclina Recording Systems, Charlotte North Carolina <br />4.
