He indicated that he could provide the latest draft . Many possible uses were disallowed in these revisions . Ted Abernathy read the following charge : " To develop a specific proposal for the I - 40 / Old N . C . 86 Economic Development District and the area east and west of Old N . C . 86 between I - 40 and I - 85 that will be responsive to the majority of interests listed in the Charge ; and to present the proposal to the Orange County Board of Commissioners and the Town of Hillsborough no later than October 1 , 1994 . The property owners - living across from the new CITGO have voiced much dissatisfaction with that type of development . They need to be included in the planning .
